Basically my question is this:
Is it Legal in the state of Texas for an attorney to delay filing my divorce if I have not paid the attorneys fees in full?
Divorce papers have been signed by both parties as of the 7th of October.

Ok so my husband and I had some huge problems right after we got married. I had the certificate but because of those problems I didn't mail it in. We had the wedding and everything but we werent married in front of a judge. The preacher signed it but I never turned it in. Someone told me that means we aren't technically married because I never turned it in. So we still need to get actual divorce papers?
How or where could a couple sign divorce papers?
