Can a woman refuse to divorce even though her husband want to?

He cheated , Now he is so ashamed and guilty he want to live ( divorce) He can't forgive himself even though I forgive him. Now he want divorce . Do I have the right to refuse to sign the divorce paper?

yes you can refuse to sign them but the fact remains, If he is set on getting divorced he can accuse himself of committing adultery and force you to divorce him. Even though you forgive him.
I would try to go to marriage counsiling and see if that helped.
